Tricia Stevens
President
Tricia has lived in East Sacramento for over 20 years. She retired from the County of Sacramento in 2016 after serving for many years as a Principal Planner, specializing in review of development projects and revitalization of aging commercial corridors. She currently works part-time as a land use planning consultant. She volunteers as a tutor and Board member with Reading Partners, is on the Board for the Sacramento Valley Section of the American Planning Association, and is a member of Soroptimists. She served on the ESCA Board from 2005-2015, and has recently returned to the ESCA Board. She holds a Bachelors Degree in City Planning and a Masters of Public Administration. For fun, Tricia enjoys snow skiing, biking along the American River, scuba diving, and hiking. She loves our neighborhood and is honored to serve.

Brian Holloway

Brian is President of Holloway Land Company, a Sacramento land development and entitlement consulting firm. He has over 35 years of public and private planning, community outreach, and development experience in California, managing the approval and construction of numerous development projects.
Mr. Holloway is also accomplished in the area of pre-development management. He has facilitated the approval of entitlements in Northern California for projects ranging in size from 5 to 4,000 acres. His management of large-scale projects, in excess of 700 acres, has been especially successful. He also handled the public and community outreach for Sacramento Country Day School Expansion in Sacramento and the Treelake Village Specific Plan in Placer County.
He is a former member and Past Chair of the city’s Mayor’s Development Oversight Commission, a former member of the Development Oversight Commission of the County of Sacramento, and currently chairs the Sacramento County Subdivision and Project Review Committees. Mr. Holloway serves on the Sacramento Area Flood Control Agency and is an elected Trustee of the American River Flood Control Agency. He was the 2005-2006 President of the East Sacramento Chamber of Commerce. He received his Master of City and Regional Planning at CSU, San Jose, and received his Associate of Arts Degree from West Valley College in Saratoga, CA.

Chris is a life-long resident of East Sacramento; three generations of his family were born at the former Sutter Memorial Hospital. His love for, and commitment to, the neighborhood and our city is a major part of who he is and how he conducts his business and personal life. He’s committed to the institutions and programs in our community that enhance the lives of all our citizens. As a REALTOR he knows the value and importance of neighborhoods and ensuring the integrity and vitality of our neighborhoods now and for future generations.
Chris has volunteered his time in many capacities, including, among others, as the Past President of the Active 20-30 Club and the East Sacramento Chamber of Commerce and as a member of the American River Parkway Advisory Committee. Professionally, he’s served as President of the Sacramento Board of REALTORS and as a Director of the California Board of REALTORS. An East Sac Lifer, his business is based in the neighborhood near my home and he is privileged to serve the community as an ESCA board member.
